Michigan lawmakers have introduced a new piece of legislation aimed at enhancing the state's energy independence and protecting local land use rights. State Representatives Greg Markkanen and Angela Rigas unveiled the Maximizing American Grid Affordability (MAGA) Solar Act, which they describe as a conservative approach to solar energy development.
The proposed legislation, known as House Bills 4590, seeks to establish limits on solar energy expansion in Michigan by capping the total amount allowed statewide. It also requires local zoning approval for all solar projects and prohibits using solar panels manufactured in countries deemed hostile, such as China, North Korea, and Iran.
Rep. Markkanen expressed that this plan offers "a true conservative alternative to radical energy mandates." He emphasized that the act prioritizes Michigan families, workers, and landowners without relying on government intervention or foreign resources. "This is what responsible solar looks like," he stated.
Key features of the MAGA Solar Act include a requirement for at least 10% savings for ratepayers, a ban on clear-cutting state forestland, and an emphasis on rooftop installations and agrivoltaics. These elements are intended to reflect conservative values of stewardship and market discipline.
Rep. Rigas highlighted the act's focus on local decision-making: “The MAGA Solar Act puts Michigan families and local communities first, not state mandates and red tape.” She argued that decisions about solar installations should be made by homeowners rather than unelected officials in Lansing.
The legislation aims to safeguard Michigan’s electrical grid from instability by limiting excessive solar development that could impact reliability and increase costs for consumers. The proposal has been forwarded to the House Energy Committee for further review.
